Position: Human Resources Manager.
Location: CPMA branch office, Kyiv, Ukraine.
Contract Duration: one-year employment contract with the possibility of extension.
Workload: Full-time.
Remuneration: 2700-4100 EUR per month depending on your competencies and experience (including all employment-related taxes).
Reports to: Head of CPMA Branch office in Kyiv.
About the Role:
Central Project Management Agency (CPMA) is a governmental agency of Lithuania with more than 20 years of experience, an annual budget of 15 billion Euro and a professional team of more than 600 employees working in project management and public investments.
The CPMA manages nearly 20 programmes of the European Union, other donor countries and public investments. We manage projects and programmes and implement international development cooperation policies and function as Lithuania ‘s international cooperation development agency.
Lithuania is a long-standing partner of Ukraine and was one of the first to start reconstruction efforts when Russia launched a new round of military aggression. Working with Ukraine since 2017, we have identified key areas where our efforts would have the greatest impact to help rebuild Ukraine – institutional management, education, rehabilitation and demining. Currently the CPMA is managing a portforlio of more than 20 projects, funded by Lithuania, the European Union and other donors worth approximately 155 million Euro.
For better coordination of our work in Ukraine, the CPMA has opened its branch office in Kyiv in 2025 (hereinafter referred to as ‘the Branch’). We are currently seeking qualified candidates for the position of Human Resources Manager to coordinate the administrative and human resources of the Branch.
Key Responsibilities:
- to prepare, supervise the implementation of and, where necessary, improve the internal procedures of the Branch related to the activities of the Branch and the human resources process the Branch’s rules of procedure, safety instructions, procedures for the storage of confidential information, processing of personal data and other necessary procedures) in accordance with the internal procedures of the CPMA, the Regulations of the Branch and taking into account the Ukrainian law;
- Carry out tasks related to the staff of the Branch, including but not limited to:
- recruitment and selection of staff.
- Administration, management and storage of employment contracts, timetables and business trips.
- the process of adaptation, evaluation of competence and performance, development and training.
- Provide all information related to the staff of the Branch, that is, regarding employment contracts, business trips, timetables, and to the CPMA’s Personnel and Financial Management and Accounting Units;
- Prepare policies and procedures governing the registration and accommodation of Branch staff in Ukraine and assist in the processing of all related documentation.
- Together with the Legal and Procurement Unit of the CPMA, prepare and supervise the execution of the economic contracts concluded by the Branch.
- Provide information, as necessary, for procurement procedures for future suppliers of items and services required by the Branch in accordance with the rules and regulations of the CPMA and Ukraine.
- Participate in audit and inspection activities.
- Prepare and submit information and documents related to the activities of the Branch.
What we’re Looking For:
- Bachelor’s Degree or international equivalent in Law, Business Administration, Human Resources Management or Related Field.
- Minimum 5 years of work experience in human resources, law or operations management.
- Good knowledge of Ukrainian Labor law, other employment legislation and procedures.
- Preferably experience working with international donors and comprehensive knowledge of donor rules and regulations.
- Strong people management, interpersonal and negotiation skills.
- Articulate, professional and able to communicate in a clear, positive manner.
- Good organizational skills and good computer skills.
- Strong written and verbal communication skills in English and Ukrainian.
