International project in Ukraine is moving forward

Implementing European Union‘s funded international project „Public Finance Management Support Programme for Ukraine“ (hereinafter „EU4PFM“), the first Steering Committee meeting of the Project have been held in Kyiv, during which the already achieved results and plans for the upcoming year have been presented as well as the Inception Report approved.

The main goal of the „EU4PFM” is to improve Public Finance Management in Ukraine, thereby ultimately improving public service delivery and the business climate. Central Project Management Agency is responsible for the implementation and reaching the goals of the Project’s components related to the support of the further development of a modern, efficient and fair revenue collection system and the support of relevant PFM institutions in the enhancement of their organizational capacities.

“We have come a long way together with Ukraine‘s Ministry of Finance, State Customs Service and State Tax Service agreeing on the main activities and desired results, which will let to reach for the goals of the project effectively. First, with the help of the international and national experts working with Ukraine‘s PFM institutions we will take on the modernization works of the tax administration system, customs transit procedures and human resource management system” – says Deputy Director of the Central Project Management Agency Rasa Suraučienė.

During the meeting the gift from Lithuania to Ukraine was presented. Acting Director of the Customs Department under the Ministry of Finance of the Republic of Lithuania Jonas Miškinis handed over the copy of the software of the New Computerized Transit System used in Lithuania to the chairman of the State Customs Service of Ukraine Maksym Nefyodov. The installation of this system into Ukraine’s Customs will help for Ukraine to come closer the European Union’s standards in the area of Customs as well as to ensure the integrity of overall European Customs system.

During the Steering Committee meeting that was chaired by the Ukraine‘s finance vice minister Pavlo Khodakovsky and Director of Business Development Unit of the European Union’s Delegation to Ukraine Martin Klaucke, Head of State Tax Service of Ukraine Serhiy Verlanov, Chairman of State Customs Service of Ukraine Maksym Nefyodov, H. E. Ambassador Extraordinary and Plenipotentiary Marius Janukonis, vice minister of the Ministry  of Finance of the Republic of Lithuania Loreta Maskaliovienė, Acting Director of the Customs Department under the Ministry of the Finance of the Republic of Lithuania,  Jonas Miškinis, Head of State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania Edita Janušienė and others were also participating.

The implementation of the project will take three years. The budget of the project is 29,5 million  Euros, of which 0,5 is financed by the Republic of Lithuania and 29 million Euros– by the European Union.
