Lithuania works together with Germany and Poland to strengthen electronic communication regulations in Georgia

On Tuesday, 12th of December, an opening ceremony of the EU-funded Twinning project “Supporting the Georgian National Communications Commission (GNCC) in developing of its electronic communications regulatory framework and operational capacities in line with EU regulatory framework”took place in Tbilisi, Georgia.

The project started with implementation in December 2017 and will last for 18 months. The main beneficiary is Georgian National Communications Commission, while the Leading Member State Partner is Lithuania, supported by the Junior Partners from Germany and Poland. CPMA is responsible of the financial-administrative management of this project. The project is fully financed by the EU.

„On behalf of numerous project team and as the Project Leader I confirm our commitment to cooperate with the Georgian National Communications Commission sharing our best practice and expertise so that communications were used for sustainable growth of Georgia“ – stated Lithuanian project leader Mr. Feliksas Dobrovolskis.

Lithuanian Ambassador in Georgia, Mr. Giedrius Puodžiūnas noted the ambitious plans of Georgia on the way to Europeanisation. Other honourable guests stressed the value of participation in Twinning projects.

Resident Twinning Adviser Mr. Giedrius Pūras presented Twinning project activities and expected results. The project purpose is to conduct in-depth review of Georgian telecommunication regulatory framework, redefine relevant markets in the electronic communications sector that are susceptible to ex ante regulation, define broadband regulatory approach, conduct a feasibility study to assess the necessity of Universal Service provision, according to the EU regulatory framework and Europe 2020 strategy “The Digital Agenda for Europe”.

It is the second Twinning in Georgia administrated by the CPMA.

EU Twinning is an instrument launched by the European Commission with a view to assist EU Candidate countries and newly accepted EU MS to harmonise national legislation with the acquis of the European Union. Representatives from the public administrations of the EU MS and of beneficiary country work together in order to transfer the know-how and good practices developed within the EU to beneficiary public administrations during implementation of the Twinning Project.
