Operational Capacities of Moldovan law enforcement agencies against corruption shall be consolidated with the support of Lithuanian

EU Twinning Project “Support in the strengthening of the operational capacities of the Law Enforcement Agencies of the Republic of Moldova in the field of prevention and investigation of criminal acts of corruption” was officially launched in Chisinau on 7th of December, 2017.

This project is designed for increasing the capacity of fight against corruption in the Republic of Moldova by providing assistance and support to the National Anticorruption Centre as the main Beneficiary, Anticorruption Prosecutor’s Office, Ministry of Internal Affairs, General Police Inspectorate and Customs Service. 

The general objective of the project is to strengthen the corruption investigation capacities of those five Law Enforcement Agencies of Moldova and the Twinning method offers the possibility to acquire the experience and the good practices of partners from the EU member countries. Project will be implemented by Special Investigation Service of the Republic of Lithuania, Prosecution Service of the Republic of Lithuania, Ministry of the Interior of the Republic of Lithuania, Police Department under the Ministry of the Interior, Lithuanian Customs, Anti-Corruption General Directorate of the Republic of Romania, HAUS Finnish Institute of Public Management Ltd.

At the launching event the participants were greeted by the Head of the EU Delegation in the Republic of Moldova, Peter Michalko, Ambassador of the Republic of Lithuania Rimantas Latakas, Ambassador of Romania, Daniel Ionita as well as the heads of the beneficiary institutions.

His Excellency Mr. Peter Michalko noted that: “The fight against corruption is both a continuous commitment in the relationship of political cooperation of the EU with the Republic of Moldova and a highly sensitive area, fact that makes expectations of the citizens in relation to this project to be great.”

Head of the National Anticorruption Centre Mr. Viorel Chetraru specified that the successful implementation of the project depends on a professional and multilateral approach of each player and also on a friendly and constructive dialogue among parties. At the same he expressed willingness, that “the efficient and durable accomplishment shall favor the achievement of goals of the national anticorruption policy and shall improve the position of our country in the national and international rankings on anticorruption standards and indicators monitoring”.

Project Leader Mr. Žydrūnas Bartkus, First Deputy Director of the Special Investigation Service of Lithuania, mentioned that “the purpose of the team is not only to share the experience of partner countries in the prevention and combatting corruption but also to work together in a more efficient investigation of the acts of corruption”.

Two-year EU-funded Project is worth 1 000 000 EUR. The project shall be implemented by a consortium institutions from the Republic of Lithuania (senior partner), Romania (junior partner) and Finland (junior partner). The Central Project Management Agency is responsible for administrative-financial management of the Project.

The EU Twinning programme aims at fostering institutional co-operation between public administrations of different countries and transferring the reform expertise of the EU Member States to beneficiary countries. Project activities encourage supporting the reforms of the infrastructure of public administrations, changes in the legal framework, administrative and institutional capacity building of civil servants in order to bring the state management system of beneficiary countries closer to the European Union standards.
