Aim of the project

Assisting the Ukrainian authorities on issues related to EU integration, including the content and coordination of EU accession negotiations.

Project activities and status

  1. Consulting Ukrainian institutions on EU accession negotiations.
  2. Support to Ukrainian institutions in the coordination of the EU integration process.
  3. Consultations on the coordination of effective donor assistance.
  4. Support for strategic communication on Ukraine’s EU integration.
  5. Preparation of an EU integration support programme for implementation from 2025.

In late June-July, practical training sessions were organised for officials of the Ministry of Economy of Ukraine. Together with international partners, a kick-off meeting and highly  intensive in-depth mock screenings were held in August with the Ukrainian authorities responsible for Chapter 23 of the EU acquis (Judiciary and Fundamental Rights). On 16–18 October, simulations were held to prepare the relevant Ukrainian delegations for meetings with representatives of the European Commission under negotiating chapters 3, 4 and 18, i.e., Right of Establishment and Freedom to Provide Services, Free Movement of Capital and Statistics. CPVA experts were actively involved in these preparatory meetings, providing their insights, assessments, comments and recommendations on how the Ukrainian representatives could best prepare for next month’s upcoming bilateral meetings on the above-mentioned areas. On 27 November, a working session of Lithuanian and Ukrainian Eurointegration practices was held in Kyiv. The session aimed to support Ukrainian civil servants in strengthening the coordination of the EU accession process. Lithuania’s EU accession team shared their experience with representatives of the Government of Ukraine and the Office of Vice-Premier Olha Stefanishyna, responsible for coordinating European integration. At the meeting, Lithuanian experts shared their insights on the nature and principles of EU negotiations, pre-accession methodologies, and lessons learned in preparing Lithuania and the Western Balkan countries for EU membership. 

In December, simulations were held to prepare the Ukrainian delegation for the upcoming meeting with the European Commission’s officials review, specifically in the “Health Protection” section of the negotiations. CPVA experts were actively involved, providing valuable insights, assessments, and recommendations to help the Ukrainian representatives prepare for next month’s bilateral discussions.
