 MISSION 

The Junior Expert plays a supportive and organisational role within the framework of the Ukraine2EU, assisting the Committee on Ukraine’s Integration into the European Union (EIC) of the Verkhovna Rada of Ukraine and its Secretariat with daily operational activities, research and data collection, analysis of political and integration developments between the EU and Ukraine, and contributions to communication activities related to Ukraine’s EU accession process.

ROLES AND RESPONSIBILITIES

  • Provide support to the EIC and its Secretariat in performing basic research and preparing short background notes or summaries on EU policies, legal acts, or reports.
  • Draft policy briefs, analytical notes, and position papers on EU integration matters.
  • Support tracking of legislative initiatives related to EU integration and maintain internal databases.
  • Assist in drafting internal communications, minutes, and follow-up correspondence.
  • Assist with consultations with experts, government authorities, and international partners on legislative initiatives.
  • Carry out organizational tasks during preparation of the EIC events, including assisting in preparing materials for workshops, seminars, and training sessions for the EIC Secretariat, MPs, experts.
  • Assist the Expert for Parliamentary Association Committee Relations in supporting the PAC/Subcommittee on Accession activities, sessions, including preparing draft notes, articles under Expert’s coordination.
  • Provide support to the communication team in gathering information and data for preparation of articles and news, identifying media outlets/representatives to be engaged in the EIC activities.
  • Ensure consistent communication that reflects the EIC`s mission, aligns with Ukraine’s EU integration goals, and supports strategic messaging in coordination with key stakeholders.
  • Provide communication support for events organized (co-organized) by the EIC, including inviting the media, preparing announcements, press-releases, press briefings, press events involving the EIC members.
  • Contribute to preparing visual materials for the EIC website and social media.

QUALIFICATIONS

Education

  • University degree in International Relations, Political Science, Public Administration, Law, or a related field.

Experience

  • At least 3 years of experience in liaising with governmental institutions, donors, working groups, technical experts and other stakeholders.
  • Professional experience in communications and working with media would be an advantage.
  • Experience in preparing analytical reports, policy briefs, drafting and editing strategic documents.
  • Prior engagement with EU or donor-funded projects would be a strong advantage.

Skills

  • Strong analytical and research skills, with the ability to summarise and present complex information clearly and concisely.
  • Excellent drafting, writing, and reporting skills in both Ukrainian and English.
  • In-depth knowledge of the institutional frameworks of EU integration processes and of the Ukrainian context in relation to Ukraine’s EU accession.
  • Knowledge of the EU structure and functioning, EU policies, the EU-Ukraine Association Agreement would be an asset, as would be knowledge of the public sector in general.
  • Strong communication and teamwork abilities, with capacity to liaise effectively with diverse stakeholders.

Languages

  • Proficiency in Ukrainian and English (written and spoken).

BACKGROUND

The overall objective of Ukraine2EU is to support Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Ukraine2EU is aiming to build strong and efficient state mechanisms for managing Ukraine’s EU accession process and implementing related reforms. Ukraine2EU will follow the emerging and evolving needs of the main stakeholders and build a solid institutional capacity to meet the accession criteria.

Ukraine2EU is structured around four components, each addressing a core area of EU integration support:

  • Component 1. Management, coordination and monitoring of EU integration processes – aimed at strengthening capacities of Ukraine’s key actors and stakeholders in overall management, coordination, and monitoring of the EU accession processes and related reforms agenda.
  • Component 2. Legal approximation processes and translation – focused on increasing availability of the legal expertise necessary for an efficient approximation of Ukrainian law to the EU acquis and enhancing overall institutional, procedural and methodological capacities of competent institutions in EU acquis translation.
  • Component 3. Communication – designed to raise awareness of Ukrainian society and key stakeholder groups on the EU accession process and related reforms agenda.
  • Component 4. Civil Society Organizations (CSOs) related activities – contributing to the outcomes of component 1, 2 and 3.

The total allocated budget for the Ukraine2EU implementation is 14 MEUR, with co-funding contributions of 10 MEUR from the European Union, 1 MEUR from the Republic of Lithuania and 3 MEUR from the Kingdom of Denmark, for the period from 1 January 2025 to 31 December 2027.

The main partner (beneficiaries) institutions in Ukraine: Deputy Prime Minister’s Office for European and Euro-Atlantic Integration (DPMO), Government Office for Coordination of European Euro-Atlantic Integration at the Cabinet of Ministers of Ukraine (GOCEEI), Committee of Verkhovna Rada on Integration of Ukraine to the EU (VR EIC), Verkhovna Rada General Secretariat, Ministry of Justice of Ukraine, line ministries.
