CPVA role

Responsible of supporting students and professionals affected by the current political crisis in Belarus to access EU based universities and institutes of higher professional education to continue their academic education or to enrol short-term training courses.

Objective of the project

To contribute towards re-enforcing resilience to achieve civic empowerment and sustainable economic growth in Belarus.

Specific objectives

To foster people-to-people contacts by increasing access to scholarships and stipends for studies and professional exposure and retraining in the EU.

Project results

  • According to the Contribution Agreement signed between the CPVA and the European Commission, the project “Support for Advanced Learning and Training – EU4Belarus – SALT” was launched on 12 May 2021.

  • The project was implemented over a period of 55 months and concluded on 11 December 2025.

  • The total project value amounted to EUR 4 million.

  • During the project implementation, in close cooperation with designated contact points in four EU Member States – Poland, Latvia, Lithuania and the Czech Republic, 201 Belarusian students studying in the EU were successfully selected and supported through two calls.

  • 123 Belarusian specialists were provided with the opportunity to participate in distance learning foreign language, professional development or retraining courses and to take the required examinations.

    • This support helped them to better integrate into labour markets after job loss or relocation to another country.

    • The courses were purchased based on current individual needs, as a form of urgent support.

  • In addition, 40 Belarusian teachers, researchers and doctoral students completed fellowships at EU higher education institutions or research centres.

  • Programme participants implemented 14 initiatives aimed at community building and networking.

  • Project activities were carried out in cooperation with non-governmental organisations representing the interests of Belarusian students, teachers, academics, young professionals and other individuals affected by the political crisis.

  • In order to strengthen networking and community building among programme participants and alumni, CPVA brought them together for a live event in Vilnius in October 2025.
