Objective of the project

To strengthen Ukraine’s public sector by reintegrating young Ukrainian professionals with international experience into public institutions, especially in areas related to EU accession and strategic reforms.

Project activities and status

The programme is based on the successful “Create Lithuania” model and is jointly implemented by Lithuanian and Ukrainian institutions. In 2024–2025, a pilot phase involves 10 professionals working at the Ministry of Economy of Ukraine. In 2025–2026, the programme is scaling up.

Twenty-five participants were selected to work in six ministries, as well as in the Office of the President, the Office of the Prime Minister, and the Government Office for the Coordination of European and Euro-Atlantic Integration.

Participants will go through onboarding and begin work in January 2026, receiving stipends, training, and mentoring while working directly with Deputy Ministers on strategic reform projects aligned with Ukraine’s EU accession goals.

On 8 January 2026, the official launch of the programme’s second phase took place in Kyiv.

Create Ukraine is implemented by CPVA in partnership with Kyiv School of Economics (KSE), „Create Lithuania“, and Lithuania’s Government Strategic Analysis Center (STRATA).
