Objective of the project
To strengthen Ukraine’s public sector by enabling Ukrainian professionals living abroad and with international experience to return to Ukraine and work in public sector institutions, contributing to the country’s recovery, reconstruction and EU integration.
Project activities and status
The programme is based on the successful “Create Lithuania” model and is implemented in cooperation with Lithuanian and Ukrainian institutions. In 2024–2025, a pilot phase was implemented, during which 10 professionals with international experience worked at the Ministry of Economy of Ukraine.
In January 2026, the programme’s second cohort began its work. Twenty-five professionals were selected to work across nine Ukrainian ministries and other central government institutions. They contribute to concrete projects and strategic initiatives, applying their professional expertise and international experience to the needs of their host institutions.
Participants receive a scholarship for their work in Ukrainian public sector institutions. The programme also provides learning and professional development opportunities, helping participants work effectively within the public sector and contribute to strengthening institutional capacity.
On 8 January 2026, the programme’s second phase was officially launched in Kyiv.
In 2026, recruitment for the programme’s third cohort was launched. The selected professionals will begin working in Ukraine’s public sector in January 2027.
Create Ukraine is implemented by CPVA in partnership with Kyiv School of Economics (KSE), “Create Lithuania”, and Lithuania’s Government Strategic Analysis Center (STRATA).
