Project objective
To increase Ukraine’s energy resilience by installing solar power plants with storage systems in Ukrainian educational and medical institutions and providing mobile heating systems to local communities.
Project activities and status
Installation of solar power plants in hospitals
In cooperation with the Ukrainian Ministry of Health, 15 hospitals were selected, and their technical infrastructure, energy needs and readiness for the installation of solar power plants were assessed.
A public procurement procedure has been launched for the installation of solar power plants. The first contracts are expected to be signed in autumn 2026, with installation works to commence shortly thereafter.
Provision of additional equipment and materials for electricity generators
In spring 2026, CPVA implemented the delivery of electricity generators to the State Emergency Service of Ukraine, financed by the European Union’s Foreign Policy Instrument (FPI).
The procurement procedure for the additional equipment and materials has been completed, and a contract has been signed. Delivery is expected by the end of October 2026.
Provision of mobile heating systems to municipalities
Plans are in place to supply the Sumy, Chernihiv, and Kyiv regions with mobile boiler units. These will serve as a temporary heating solution to ensure heat supply in the event of district heating interruptions caused by damage to or disruptions in energy infrastructure. Mobile boiler units can be rapidly relocated and deployed wherever they are needed most.
Sumy region – procurement procedures completed, contract signed.
Chernihiv region – procurement procedures completed, awaiting contract signing.
Kyiv region – procurement procedures underway.
The mobile boiler units are expected to be ready for use by the 2026 heating season.
