EU Twinning project on medicines and medical devices control launched in Ukraine

On 30 October 2025, an official opening ceremony was held in Kyiv to mark the launch of the EU-funded Twinning project “Support the establishment of the state control authority of Ukraine for medicines and medical devices”. 

The project is being implemented by the State Medicines Control Authority of Lithuania, the National Blood Center and the Central Project Management Agency (CPVA) in partnership with institutions from Poland and Germany. 

The initiative aims to support and strengthen Ukraine’s health sector and protect patients’ interests by ensuring access to quality, safe, effective and innovative medicines, medical devices, and cosmetic products. Its main goal is to build the State Control Authority (SCA) of Ukraine as a regulatory body capable of functioning within the network of European Union competent authorities. 

The kick-off event brought together high-level representatives from Ukraine’s political leadership, healthcare institutions, Parliament, diplomatic corps and civil society, as well as delegates from the European Commission and EU Member States. Participants discussed ongoing pharmaceutical sector reforms in Ukraine and the next steps towards closer integration with the European Union. 

The project will run for 18 months with a total budget of EUR 1.5 million. It is part of the EU Twinning Programme, which helps candidate and partner countries adopt EU standards and align national systems with EU legislation and best practices.
