On 11 November 2025, the official launch of the €37.5 million EU4Reconstruction project took place in Kyiv. This joint initiative, financed by the European Union (EU) together with Denmark, Germany, France and Lithuania, aims to help Ukraine’s reconstruction institutions operate transparently, efficiently, and in line with EU standards.
The project will involve close cooperation with the Ministry for Development of Communities and Territories of Ukraine and the State Agency for Restoration and Infrastructure Development. The leadership of these institutions in planning, coordinating and monitoring reconstruction efforts is essential to ensuring successful and sustainable recovery. Partner countries will share their best reform and implementation experience — integrity and accountability frameworks, digital tools, municipal management and civic oversight.
“Ukraine’s reconstruction is not only about rebuilding what was destroyed — it is about transforming our systems and institutions so that they are stronger, more transparent, and closer to people. Together with our European partners, we are creating a foundation for a modern reconstruction governance that reflects European values and accelerates our path to the EU,” – said Aliona Shkrum, Deputy Minister for Development of Communities, Territories and Infrastructure of Ukraine. According to her, communities should play a central role in the recovery process.
Over the next three years, EU4Reconstruction will:
- strengthen Ukraine’s national reconstruction governance and regulatory framework,
- help municipalities plan, finance and deliver infrastructure projects to EU standards,
- support the State Agency for Restoration and Infrastructure Development and its ecosystem in effectively managing large public investments,
- and expand the role of citizens, civil society and media in monitoring reconstruction.
“Lithuania contributes hands-on institution-building: modern project management, capable agencies and digital tools for transparent delivery,” said Ambassador Inga Stanytė-Toločkienė. “With CPVA’s expertise, we will help partners turn priorities into well-run, measurable, and future-proof reconstruction projects.”
The project will be implemented until 2028 by GIZ, Expertise France, the Ministry of Foreign Affairs of Denmark and Lithuania’s Central Project Management Agency (CPVA).
“Institutional strengthening is not just another bureaucratic buzzword. It means schools, kindergartens, hospitals and energy infrastructure that are rebuilt quickly, efficiently and transparently—the very work CPVA and its partners are already doing in Ukraine today. With its extensive experience in managing large-scale infrastructure reconstruction projects, CPVA is now ready to systematically share this expertise with its counterpart institution in Ukraine,”
noted Šarūnas Radvilavičius, Head of the CPVA branch in Kyiv.
EU4Reconstruction is a Team Europe initiative that symbolizes the unity and solidarity of EU member states. Rather than acting as individual donors, the participating countries work together, demonstrating the true strength of collective European support for Ukraine’s recovery.
