On 16 December 2025, the Ministry of the Economy and Innovation of the Republic of Lithuania signed a project implementation agreement with the Central Project Management Agency (CPMA) for the implementation of the project “Q-TRACK. Development of Quality Assurance Model for practical work-based training” (hereinafter
– the Project).
The Project is financed by the Swiss Confederation and the State Budget of the Republic of Lithuania under the 2022–2029 Swiss–Lithuanian Cooperation Programme.
Project Objective
To create and pilot a new instrument – a model for quality assurance of practical work-based training (hereinafter – WBT), which will help to ensure that training at workplaces in state-sponsored measures for the development of competence of employees or unemployed of enterprises meets the minimum quality requirements.
Main Problem Addressed by the Project
Lithuania is seeking to transition to a high value-added economy based on innovation, high-value exports, cooperation between science and business, growth in labour productivity, and digitalisation. The National Progress Plan sets a target to significantly increase the contribution of the life sciences, ICT, and engineering industries by 2030, so that together these sectors account for nearly one fifth of GDP and become a solid foundation of the economy.
Achieving these goals requires qualified human resources; however, in Lithuania formal education does not sufficiently meet labour market needs. Employers assess the supply of specialists as inadequate, with the main problems being low motivation and insufficient professional preparation. Small and medium-sized enterprises in particular invest less frequently in employee training, and the quality of training varies greatly between companies.
The state finances various training and reskilling measures: the Ministry of the Economy and Innovation supports employee training in smart specialisation areas, the Ministry of Education, Science and Sport develops adult learning through the www.kursuok.lt platform, and the Employment Service allocates funds for the acquisition of high value-added qualifications. Through these measures, it is planned to train tens of thousands of people by 2030 and to increase the population’s competencies, especially digital skills.
The main challenge is ensuring the quality of practical workplace-based training, as public authorities do not have the capacity to assess the quality of training in advance.
Target Groups
- The Ministry of the Economy and Innovation; other ministries that finance WBT (the Ministry of Education, Science and Sport; the Ministry of Social Security and Labour);
- Companies that provide WBT;
- Employees of companies that provide WBT;
- Companies in which the Quality Assurance Model will be piloted;
- Employees of companies in which the Quality Assurance Model will be piloted.
Project Activities
- To conduct an Analysis of practices of WBT quality assurance and recommendations for Lithuania;
- To prepare the Manual (including requirements and detailed instructions) for the establishment of WBT quality assurance in the company;
- To implement the WBL quality assurance requirements and detailed instructions and pilot training in at least 3 piloting companies;
- To develop the Description of the WBT Quality Assurance Model;
- To develop recommendations on the legislation needed to formalise the WBT Quality Assurance Model;
- To carry out the Project results dissemination campaign for the general public and stakeholders, presenting the process and results of the development and piloting of the WBT Quality Assurance Model.
Project Results
During the project, a new instrument will be created and piloted – a quality assurance model for practical work-based training, which will make it possible to prepare and pilot minimum quality requirements in state-supported measures for the development of competence of employees.
Furthermore, this model and the documents implementing its requirements can be applied as a precondition in state-funded or partially state-funded measures supporting practical work-based training for company employees, unemployed persons, and apprentices.
