On 15–16 April, experts Ugnė Chmeliauskaitė and Brigita Domanskytė from the International Development Cooperation Projects Division of the Central Project Management Agency (CPVA) organised international EU Twinning training sessions at CPVA.
The two-day, in-person training brought together public sector representatives from multiple EU Member States, providing a platform for knowledge exchange and strengthening competencies related to the implementation of EU Twinning projects.
The training programme covered the full lifecycle of an EU Twinning project – from proposal preparation to implementation. During the sessions, participants were introduced to the main principles of the Twinning instrument, its legal framework, and recent developments, as well as Lithuania’s experience in implementing Twinning projects.
Particular attention was devoted to the preparation and evaluation of project proposals. Participants explored key elements of successful applications, common challenges, and practical tips for delivering effective presentations. The training also addressed project communication and visibility requirements, including planning communication activities and ensuring compliance with EU visual identity standards.
The second day focused on project implementation aspects. Topics included contractual arrangements, development of work plans, reporting procedures, and the functioning of project steering committees. Financial management of Twinning contracts was also discussed in detail, covering budget structure, eligible costs, control mechanisms, and audit procedures.
The training concluded with an interactive roundtable discussion on current challenges and future opportunities within the Twinning framework, encouraging participants to share their experiences and insights.
