From October 14-16, the U.S. and Eastern Europe Regional Working Group on Public Private Partnerships (PPPs) and Public Procurement held its second meeting in Bucharest, Romania. Lithuania was represented by the Central Project Management Agency (CPVA).
Led by the U.S. Department of Commerce, this initiative includes representatives from eight countries: the Czech Republic, Slovakia, Estonia, Poland, Hungary, Bulgaria, Romania and Lithuania. At this second meeting, member countries shared their experiences and documents used in both planning PPP projects and executing contracts. Lithuania also presented tools it developed to assess PPP potential, identify and manage potential risks in PPP projects. Key discussions focused on the importance of cost-benefit analysis, financing structures for PPPs and essential contract terms and provisions.
The group’s first meeting was held in July in Prague, Czech Republic, and the next gathering is planned for 2024 in Warsaw, Poland.
Currently, CPVA is also a member of four other international PPP networks: the OECD’s Network of Senior Infrastructure and PPP Officials (SIP Network), the Bureau of the United Nations Economic Commission for Europe (UNECE) Working Party on Public-Private Partnerships, the European PPP Expertise Centre (EPEC) and the World Association of PPP Units & PPP Professionals (WAPP).
